Active Taxpayer List (ATL): How to Check and Stay on It

In Pakistan, being on the Active Taxpayer List (ATL) is not a formality — it directly affects how much tax you pay on everyday transactions. This guide explains what the ATL is, how to check your status in seconds, and what to do if you’ve fallen off it.

What is the Active Taxpayer List?

The ATL is the FBR’s official register of taxpayers who have filed their income tax return for the relevant tax year. If your name appears, you are an active filer. If it doesn’t, you are treated as a non-filer — and non-filers pay substantially more withholding tax on a wide range of transactions.

Why filer status is worth real money

Active filers benefit from reduced withholding tax rates on things like banking transactions, property dealings and vehicle registration. Non-filers can face up to double the withholding tax on property transfers, vehicle registration and bank withdrawals, and are often shut out of services such as buying a vehicle on installment or obtaining certain loans.

For a business making regular payments and withdrawals, that gap compounds quickly — filer status often pays for the cost of compliance several times over.

How to check your ATL status

1. By SMS (fastest)

  • Individuals: text ATL <space> your 13-digit CNIC to 9966
  • Companies & AOPs: text ATL <space> your 7-digit NTN to 9966

You’ll get a reply within seconds confirming whether you are active.

2. Online via the FBR portal

Use FBR’s ATL search utility and look yourself up by CNIC or NTN — useful when you want to verify a supplier or customer, not just yourself.

3. Through IRIS

When is the ATL updated?

Historically the ATL was published on 1 March each year and refreshed weekly on Sundays — meaning a late filer could wait days to reappear. Under S.R.O. 1638(I)/2024, the list moved to daily updates, so a late filer who files and pays the surcharge can appear on the ATL the next day. That is a meaningful improvement if you need active status urgently for a transaction.

Fallen off the list? Here’s how to get back on

If you missed the filing deadline, you can still be included in the ATL by filing your return and paying the ATL surcharge. Indicative amounts are:

The process: file the outstanding return, generate and pay the surcharge challan, then re-check your status. (These are FBR-set charges and can be revised — verify the current amounts before paying.)

  • Keep your IRIS email and mobile accessible so you receive notices
  • Check your status before any major transaction
  • Verify your suppliers’ status too — dealing with non-filers can affect your own tax position
